THE DIRECT ANSWER

The official government program page and its published questions and answers first, in full. Treat commentary and news coverage as background, never as the basis for a transfer.

Primary material, then everything else

Secondary summaries may reflect an earlier draft or omit a current term, so they should not control a transfer. Begin with trumpcard.gov and the current official Form I-140G and myUSCIS instructions, read them in full, and save the date and version relied on. Use only payment directions delivered through the official process. If official material leaves a question material to the decision unanswered, record it as unresolved and obtain advice rather than filling the gap from commentary. Re-open the official instructions immediately before any fee or gift is paid.

Save the current official instructions, payment directions, fee information, and any eligibility guidance beside identity and source-of-funds records. A saved webpage settles what terms were visible on a date; a bank record settles the origin and movement of payment funds. The decision is whether any missing document can be obtained before money is transferred. Do not assume an announcement answers every application or screening question. Hypothetical example: a boutique-hotel owner’s sale proceeds are held in an account under a former company name, so the owner gathers dissolution and distribution records before acting on the program materials.
