The official program page and its questions and answers are the governing description, together with any executive order or federal notice they reference. Summaries prepared by advisers, brokers or news outlets should be treated as prompts to check the official text, never as the text itself.
A new program is described accurately in exactly one place
Terms that are recent tend to be reported at second hand while they are still changing, and the versions circulating rarely carry a date. Two rules keep a file safe. Ferruccio should also insist that anyone advising him identifies the source of each figure quoted. Where a term cannot be traced to the official program material or to a federal notice, it should not be relied on for a decision involving a million-dollar transfer, and a licensed U.S.
immigration attorney should confirm the position before anything is committed.
