THUNDER BAY · CITIZENSHIP NOT RESIDENCE

A permanent resident card answers a question the American border is not asking

USAvisa field guide · 3 minute readReviewed 7 September 2026
THE SHORT ANSWER

Hypothetical example: Larysa Kovalenko is a citizen of Ukraine and a Canadian permanent resident, working in Thunder Bay as a meteorologist producing marine forecasts for a shipping operator. An American company in the same field has offered her a position. Meteorologist is a listed profession and her degree is squarely within it, which is why she assumes the route is straightforward. It is not available to her at all, and the reason has nothing to do with her qualifications.

01

The two facts about her, and which one each route reads

She has a citizenship and she has a residence status, and they are not interchangeable. Temporary entry for professionals under the trade agreement is available to citizens of Canada and Mexico, so the fact that decides it is the passport rather than the permanent resident card. That card is a Canadian document establishing her status in Canada; it gives her nothing at an American port of entry. Whether she needs a visa to enter the United States at all, and which one, follows from her Ukrainian citizenship. Applicants in her position sometimes present the card in good faith and are surprised by the response, so the distinction is worth understanding before travel rather than at a counter.

02

The routes that never asked about Canadian citizenship

Several remain fully open. If her employer has a qualifying corporate relationship with an American entity and she has completed a continuous qualifying year abroad within the preceding three years, an intracompany transfer does not care which passport she holds. Employment-based immigrant petitions and temporary work classifications filed by an American employer are similarly indifferent to it. The treaty investor category is different again: it depends on the nationality of the investor and of the enterprise, so whether her Ukrainian citizenship helps is answered by the State Department's list of treaty countries and not by assumption. The practical step is to sort the options by which fact each one examines first.

03

What naturalization would change, and what it would not

Becoming a Canadian citizen would open the professional category to her, and it would also make Canadian treaty nationality available for investor purposes. It would change nothing else. Admissibility is assessed on her whole history regardless of which passport she carries, so a previous overstay, refusal or misstatement would still have to be addressed. Naturalization also takes time and requires her to maintain Canadian permanent residence in the meantime, which has its own physical presence requirements. For a job offer that exists now, the sensible sequence is to pursue whichever route her current facts support, and to treat citizenship as a separate long-term project rather than as a solution to this year's problem.
